Within the Project the system of actions on optical combination of technological and humanitarian basis in using information resources of the region was conducted and it was reflected in the materials of the international scientific conference "Information Environment of the Region as a Factor Promoting the Individual Information Culture". The participants of the conference representatives of various higher educational establishments (Classical, Technical and Pedagogical Universities, Academies and Institutes of Culture and Arts, Academies of Informatics and Telecommunication, Rear Services and Transport, Technological Institute of Service), secondary special educational establishments; libraries from 13 regions of Russia & Ukraine having discussed more than 80 presented reports, taken part in the presentation of Samara State Academy of Culture and Arts Projects "Musical and computer complex" and the manual "English in Library and Information Context" approved of the initiative of Samara State Academy of Culture and Arts, International Academy of Informatization and the Institute "Open Society" on organization and holding the conference. They noted the actuality and practical importance of the discussed problems connected with working out the supporting information culture of library staff, information specialists and its promoting by the users in the contemporary information and cultural environment of the region and set the following priorites in library and information and educational activities:

• the search, distribution and probation of new approaches to the formation of information culture of a person;
• creation and popularization of educational methods and carruculae, various categories of users' information culture support, regular exchange of corresponding manuals and information materials connected with using the electronic catalogues, data bases & Internet;
• further uniting and concentrating the information specialists efforts on offering new information resources for the purpose of social adaptation, choice of profession, individual's self-education and self-organization, improving the quality of life and leisure time activities;
• elaboration of new form and approaches to the studying of regional information user, application of research results to contemporary library and information service.

The participants of the conference considered reasonable:

• setting up the centre for training information consultants similar to the region library workers system, as well as for initial users instruction on the base of Samara Academy of Culture & Arts and/or Samara Regional Universal Scientific Library;
• appeal to the corresponding government bodies (Central Education Department of Samara Region Administration, Council of Rectors of Samara region higher educational establishments) with adduced arguments proposals to intensify information-bibliographic training as one of the most important components of contemporary schoolchildren and specialists education at higher educational establishments using the experience of Samara State Aerospace University Technical Research Library and the Department of Librarianship and Informatics of Samara State Academy of Culture and Arts;
• accelerated adoption of the Local Legal Deposit Act for full-fledged & timely library collection acquisition as the basis of Samara Region information environment;
• further regular conducting conferences, workshops and round- tables on relevant issues of information culture, library service, library users training and studying , archives, information institution users under modern conditions; wide coverage of results in professional press.

Summing up the work of 11 workshops and the conference itself the greatest interest to the reports uniting scientific achievement in individual information culture investigation and in the formation of its pedagogical and information technologies should be mentioned. Therefore Samara State Academy of Culture and Arts projects such as "Music and Computer Complex" and "English in Library and Information Context" presented at the conference were perceived by the participants as components of information and culture environment of the region.

The students paratheatre "Thorns and Roses of Aautomatization..." was devoted to developing of regional field of information activity including employment in labour market of information sector. Students of Librarianship and Informatics Department of Samara State Academy of Culture and Arts demonstrated full of action model of library resources provision strategy and tactics the success of which was determined by spectrum and intensity of partners relations in professional community of the region. Acting as managers, consultants, experts, information mediators of libraries and information services and also as enrepreneurs of information market, social technologists, scriptwriters, producers students had demonstrated their ability to participate in interdiscipline Projects of region social development and striving for being interested by various employers including conference participants.

Conference recommendations and collection of thesis were sent to all co-organizers of the Project as well as to the interested organization -Central Department of Education of Samara Region Administration, Council of Rectors of Samara region higher educational establishments, Culture Department of Samara Region Administration.

Beginning with September 1999 Philosophic-Culturelogical Center of Samara State Academy of Culture and Arts and Municipal lycee of philosophy and planetary humanizm of Samara city had started the experimental programme for the students of general education system "Information Culture" drawn up by Academy teachers and approved by the conference participants.
